North Carolina Affordable Insurance Exchange Grants Awards List

North Carolina has received three grant awards to build its Affordable Insurance Exchange. This includes a Planning Grant and two Level One Establishment Grants.

Summaries of North Carolina’s applications for each grant are provided below:

 

Establishment Grant Level One Application Summary

Level of Funding: Level One

Summary: North Carolina will engage stakeholders, prepare analyses of outstanding policy decisions, and expand the existing eligibility system of the North Carolina Department of Health & Human Services to accommodate the Exchange. The state will also: develop requirements for the non-eligibility related Exchange functions to prepare any necessary procurements; prepare North Carolina’s consumer assistance program in anticipation of 2014 requirements; develop a work plan, budget, and evaluation plan for the North Carolina Health Benefit Exchange (NCHBE); develop a post-2014 financial sustainability plan; and support initial operational activities of NCHBE.

North Carolina’s second Level One Establishment Grant will support the implementation of the state’s Healthcare Reform (HCR) Module and will help to integrate it with existing North Carolina IT projects and Federal data sources to support an Affordable Care Act- compliant State Partnership Exchange. Subsequently, North Carolina will define the functionality needed to transition to a State-based marketplace.  The state will implement and enhance applicable plan management functions and implement an In-Person Assistance program and other consumer assistance activities under a State Partnership Exchange.

 

State Planning Grant

Amount Awarded: $1,000,000

  • Create an interagency group to work on the planning and establishing a foundation for the feasibility of the establishment of Exchange(s) in North Carolina. An advisory group has already been formed with eight different work groups to focus on different areas.
  • Build on the work of its SHAP grant to address the needs of the poor and near-poor.
  • Determine if the implementation of NC Fast will have to be reexamined to function and/or interface with the Exchange. North Carolina has undertaken a multi-year program to streamline and combine the eligibility process for many of its income determined social programs.
