BackgroundCMS plans to test the ability of Electronic Health Records (EHRs) to submit clinical quality data for inpatient hospital quality measures, and to test its technical ability to accept data from EHRs on the following measurement topics: - Emergency Department Throughput (ED)
- Stroke
- Venous Thromboembolism (VTE)

Inpatient EHR Testing is a voluntary testing program to submit standardized data elements for selected hospital quality measures via EHRs. The results of this voluntary testing process will enable CMS to assess the feasibility of collecting data elements for inpatient measures via electronic health records as a future alternative to submission of manually abstracted chart data elements by hospitals, thereby potentially reducing the administrative burden associated with submission of quality measures for quality data reporting programs. We previously stated our plans to begin inpatient EHR testing for these measure sets in the FY 2010 IPPS/RY 2010 LTCH PPS Final Rule (74 FR 43893) and in a subsequent Federal Register Notice and information collection request for CMS-10296 (74 FR 44366). We anticipate moving forward with testing CMS' technical ability to accept data from EHRs for the ED, Stroke, and VTE measures in late 2011.
