Initiation Phase

Overview

The Initiation Phase occurs within the IT Investment Selection Phase and Pre-Project Phase and may be triggered as a result of business process improvement activities, changes in business functions, advances in information technology, or may arise from external sources, such as public law or the general public.  When an opportunity to improve business/mission accomplishments or to address a deficiency is identified, the Business Owner and the Project Manager (if already assigned) document the business need, which is sent to the Enterprise Architecture (EA) Intake Team via the "CMS EA_InTake" resource mailbox.  Upon notification, an EA Analyst is assigned and information is collected in order to perform a preliminary analysis to determine if the proposed project potentially duplicates, interferes, contradicts or can leverage another project that already exists, is proposed, is under development, or is planned for near-term disposition.  The EA analyst enters the information into ClarityTM, which is the CMS IT Investment Management tool, for tracking and management of the proposed IT project.

If the project involves a change to a business process and/or if the impact on a business process is undefined, a Business Process Model (BPM) may be developed by the EA team.  After completion of the BPM, or the documentation of information if no BPM is developed, the proposed IT project is presented to the CIO's Initiation Review Board (CIRB) for evaluation and OIS resource allocation, including an OIS provided Project Manager or Project Coordinator, and a determination is made if there is sufficient justification to proceed into the Concept Phase.

Review

An Architecture Review is performed by the EA Analyst to ensure that the business need is sound, is consistent with the Enterprise Architecture and justifies proceeding to the Concept Phase for a full Business Case.  For specifics on this review, please refer to ILC Reviews (see Related Links Inside CMS).

Artifacts
