Overview During the Concept Phase, development of business requirements and constraints are initiated, business risks are identified, and high-level system requirements and technical concept of operations are documented. A business case is completed identifying why a business capability is necessary and what business benefits can be expected by implementing this project. The documentation includes an analysis of various alternatives and their associated costs, and organizational roles and responsibilities, including designation of the proposed project team to move the project forward. The Concept Phase also involves the establishment of the project team and appointment of a Project Manager, who carries both the responsibility and accountability for project planning and execution. In some cases, the Project Manager (PM), or Project Coordinator (PC), will be an OIS resource and assigned by the CIO's Initiation Review Board (CIRB) at the end of the Initiation Phase. If an OIS resource has not been assigned to support the project as a PM or PC, then the business owner must designate an individual to serve in that capacity. Regardless of where the PM resides, they will apply the fundamentals within the ILC for project activities. The Concept Phase ends with a decision by the Information Technology Investment Review Board (ITIRB) of whether or not to commit the necessary funding to solve the business need. Reviews An Investment Selection Review (ISR) is performed by the ITIRB and ensures the project is sound and worthy of inclusion into the CMS IT investment portfolio. A Business Case, High-Level Technical Design, Project Charter, Privacy Impact Assessment and Project Process Agreement are developed. A Requirements Document, an Information Security Risk Assessment (IS RA) and a Section 508 Product Assessment Package are initiated.
