Planning Phase

Overview

The Planning Phase begins when the project has been formally approved and funded.  It involves creating of a set of plans to help guide the project team through the execution and closure phases of the project.  The plans created during this phase help manage time, cost, quality, change, risk and issues. The plans also help manage staff and contractors to ensure that the project is delivered on time and within budget.  The project work is broken down into specific tasks and sub-tasks, including the identification of project deliverables and assignment of allocated resources to each task.  The degree of project management rigor that is to be applied to the project is determined and milestones are established.

During this phase, the PM will also notify the Enterprise Databases Group (EDG) of the project's inception and begin work on any data needs that may be required.  Similarly, the Enterprise Data Center Group (EDCG) and Security, Test & Evaluation (ST&E) teams are informed so any preparatory work may be performed.  EDG and EDCG are both within the Office of Information Services (OIS).

The Planning Phase ends with a formal review during which the adequacy of the Project Management Plan is determined.

 

Review

A Project Startup Review (PSR) is performed by the Technical Review Board (TRB) and ensures the project is aligned with CMS's strategic goals. A Project Baseline Review (PBR) is performed by the Technical Review Board (TRB) to ensure that the project's scope, cost, and schedule are feasible and the project management strategy is sound.  For specifics on this review, please refer to ILC Reviews (see Related Links Inside CMS).

 

Artifacts

The Business Process Model is completed.  A Project Management Plan is developed and a Project Schedule started.  The Requirements Document, Section 508 Product Assessment Package and Information Security Risk Assessment (IS RA) are continued and a Logical Data Model (LDM) initiated.  If your project will be implemented in phases, a Release Plan is begun.  For specifics on these artifacts, please refer to the ILC Template Library (see Related Links Inside CMS).
