Overview

An integral component of the ILC are the sixteen (16) reviews within the ILC's ten (10) phases. The reviews are categorized as either Governance Reviews or Project Reviews, the determination of which has been dictated by the Department of Health and Human Services' Enterprise Performance Life Cycle (EPLC) (see Related Links Outside CMS below). By definition, Governance Reviews must be performed by a CMS IT governance body and cannot be delegated to a project manager. The two IT governance bodies that conduct the ILC Governance Reviews are the Information Technology Investment Review Board (ITIRB) and the Technical Review Board (TRB). 

Reviews are required at the end of each phase to provide for independent review and approval of key elements of the IT project's development or operation. Reviews consist of an independent confirmation that project managers satisfactorily produced all the required deliverables and adequately met all exit criteria for the phase to permit advancement to the next phase. The project manager is also responsible for providing documentation of known issues and plans to mitigate the risks, if any. The ITIRB/TRB may choose to approve the project's continuation to the next phase with or without conditions. The ITIRB/TRB may require issue resolution by the project manager before approving continuation and is responsible for discontinuing any project which fails to resolve serious issues.

2. Project Baseline Review (PBR)
3. Preliminary Design Review (PDR)
4. Operational Readiness Review (ORR)

Project Reviews:                                    
1.  Architecture Review (AR)
2.  Project Startup Review (PSR)
3.  Requirements Review (RR)
4.  Detailed Design Review (DDR)
5.  Validation Readiness Review (VRR)
6.  Implementation Readiness Review (IRR)
7.  Production Readiness Review (PRR)
8.  Post Implementation Review (PIR)
9. Annual Operational Analysis Review (AOA)
10. Disposition Review (DR)

The CMS Technical Review Board (TRB) conducts the Project Startup Review (PSR), Preliminary Design Review (PDR), Detailed Design Review (DDR), Operational Readiness Review (ORR), Post Implementation Review (PIR), and Disposition Review (DR). Similarly, the Validation Readiness Review (VRR), Implementation Readiness Review (IRR) and Production Readiness Review (PRR) are conducted by the Enterprise Data Center Group (EDCG) within the Office of Information Services (OIS).
