The CMS Medicare-Medicaid Coordination Office (MMCO) is developing infrastructure for a broad range of information and resources to help State Medicaid agencies, researchers, health care professionals, and advocates better understand the needs and health care experience of Medicare-Medicaid Enrollees.

Data Resources
The MMCO has developed special tools to aid researchers and States in studying the care experience of people who are enrolled in both Medicare and Medicaid. These tools include the following:

2008 Medicare-Medicaid Linked Enrollee Analytic Data Source (MMLEADS)– MMLEADS is a newly developed suite of linked Medicare and Medicaid claims’ summary files. MMLEADS allows for the examination of all Medicare and Medicaid enrollment and claims data for those who were dually enrolled in both programs. The summary files are primarily designed to address eligibility, enrollment, cost, use, and select health and mental health conditions.  

Clinical Condition Flags– The Chronic Condition Data Warehouse (CCW) is CMS’ database to facilitate research on chronic illness in the Medicare population and ultimately improve the quality of care and reduce program spending. CCW clinical condition indicators, or “flags”, have been developed from the claims data for 27 chronic conditions that were deemed to be relevant to the study of Medicare-only beneficiaries. CMS made the following enhancements to the CCW:

1. New mental health and tobacco use condition flags have been added to all Medicare, Medicaid and Medicare-Medicaid Enrollee beneficiary data for conditions that are critical to the study of Medicaid-only and Medicare-Medicaid dually enrolled beneficiaries. Specifically these conditions include:  

        1) Anxiety Disorders
        2) Conduct Disorders and Hyperkinetic Syndrome
        3) Bipolar Disorder
        4) Depressive Disorders
        5) Personality Disorders
        6) Post-Traumatic Stress Disorder
        7) Schizophrenia
        8) Schizophrenia and Other Psychotic Disorders
        9) Tobacco Use

2. The 27 existing CCW condition flags that had been developed from Medicare claims data were expanded to Medicaid-only beneficiaries using Medicaid data and to Medicare-Medicaid Enrollees using both Medicare and Medicaid claims data for years 1999-2008.

3. Additional flags will be added to the CCW in the near future. These will include flags related to intellectual and developmental disabilities.
