- The purpose of this notice is to address the need for Resident Assessment Instrument (RAI) Coordinators to provide technical assistance and Minimum Data Set (MDS) coding training to swing bed hospital staff. Starting July 1, 2002, Medicare beneficiaries receiving Skilled Nursing Facility (SNF) level care in swing bed hospitals will be phased into the SNF Prospective Payment System (PPS) reimbursement system. The transition will be by hospital cost reporting year, and the first group of swing bed hospitals will transition into the SNF PPS for services furnished on and after July 1, 2002.
