Data Collection for Applicable Manufacturers and GPOs

Every record reported by an applicable manufacturer or GPO of a payment or transfer of value, or ownership/investment interest, will fall into one of these categories:

  • General: Payments or other transfers of value not made in connection with a research agreement
  • Research: Payments or other transfers of value made in connection with a research agreement
  • Ownership / Investment: ownership or investment interests

Some of the information collected about these payments is similar across all three types, but some information is particular to the payment type.   Here is how they are the same and how they are different:
Information collected about all general, research, or ownership/investment payments includes:

  • Submission file information: contains metadata elements collected to properly identify and attribute submitted files. The Submission Data Mapping Document gives guidance.
    • Collected for general, research, and ownership/investment records
  • Recipient or physician demographic information: identifies the recipient of the payment, transfer of value, or ownership/investment payment or transfer of value.
    • Collected for general, research, and ownership/investment records
  • Associated drug, device, biological, or medical supply information: identifies the drug, device, biological or medical supply that is related to the general or research payment or other transfer of value.
    • Collected for both general and research payments
  • Payment or other transfer of value information: specifies information regarding the general or research payment or other transfer of value
    • Collected for both general and research payments
  • General record information: captures other general information about the payment or other transfer of value
    • Collected for general payments only
  • Research-related information: includes specific information about payments or other transfers of value for research activities.
    • Collected for research payments only
  • Ownership or investment information: captures information about the ownership or investment
    • Collected for ownership/investment transactions only

What are key reporting thresholds?

There are specific reporting thresholds for applicable manufacturers and GPOs. The Open Payments reporting thresholds are adjusted based on the consumer price index. This means that for 2015 (January 1 – December 31), if a payment or other transfer of value is less than $10.21 ($10.00 for 2013, $10.18 for 2014), unless the aggregate amount transferred to, requested by, or designated on behalf of a physician or teaching hospital exceeds $102.07 in a calendar year ($100.00 for 2013, $101.75 for 2014), it is excluded from the reporting requirements under Open Payments.

What is the teaching hospital listing?

You should use the teaching hospital list to identify which teaching hospitals should be captured in the program cycle.  The teaching hospital listing must be available at least 90 days before the data collection period beginning for each Open Payments program cycle (October 1 for all cycles after 2013). So far, there are three versions of the teaching hospital listing that cover the three Open Payments reporting cycles: 2013, 2014, and 2015 reporting.  The Resources page has the appropriate listing of all teaching hospitals to be reported on.
