The Provider contends that the disallowance of the bad debts claimed is not in accordance with the Medicare regulations and manual provisions as described in the Centers for Medicare & Medicaid Services' ("CMS") Provider Reimbursement Manual ("PRM"), CMS Pub. 15-1 §§ 310 and 312. The Medicare Contractor has disallowed all bad debt claims for patients deemed indigent.
