Jennifer MainChief Operating Officer
Jennifer Main is CMS’ Chief Operating Officer (COO). As CMS’ senior financial management executive, she is accountable and responsible for planning, directing, analyzing and coordinating the agency's comprehensive financial management functions, including the release of the CMS Annual Financial Report.
Prior to joining CMS in August 2016, Ms. Main spent the majority of her over 20 year career in the area of financial management, both in the private sector and federal service. She has held the title of Chief Financial Officer in four different organizations over the span of her career, leading her various teams in the development and implementation of a myriad solutions to complex financial challenges.
Jennifer most recently served as Managing Director, Chief Operating and Financial Director for Millstein & Company Investment Bank, where she was responsible for creating and managing all financial, human resource and technology operations and systems to support the company’s financial advisory and investment business for their New York and Washington, DC offices. Prior to this position, she was CFO and Vice President of Finance for the Oakleaf Waste Management Company where she was responsible for driving resolution of contract management and billing control weaknesses which contributed to a 300% improvement in the 2010 year’s earnings.
Ms. Main served as CFO for the U.S. Department of Treasury, leading the design, development and successful implementation of all areas of financial management for the $700 billion highly publicized Troubled Assets Relief Program (TARP)--established to restore financial stability. This program received an unqualified financial audit opinion in the first year of the program.
From 2002-2008 she served as CFO for the U.S. Small Business Administration (SBA) where she led a major change management initiative to resolve extensive financial management problems which resulted in the SBA achieving an unqualified audit opinion from 2005-2008. Ms. Main provided analytics and strategic support for management of the SBA $86 billion loan portfolio.
Ms. Main holds a Master’s degree in Public Policy from Harvard University and a Bachelor’s Degree from Cornell University in History.
