Nancy O’Connor is the Deputy Consortium Administrator (CA) for the Consortium of Medicare Health Plan Operations (CMHPO) and the Regional Administrator at CMS Region III. As Deputy CA, Nancy is the field focal point for all interactions with the Marketplace, Medicare Advantage Plans, Medicare Prescription Drug Plans, beneficiaries and providers for issues relating to CMS programs, and policy and operations. Nancy also represents the field in the development and implementation of national policy related to these programs. As Regional Administrator, Nancy is responsible for the external affairs operations of the Medicare, Medicaid, and SCHIP programs in six states: Delaware, the District of Columbia, Maryland, Pennsylvania, Virginia, and West Virginia. In Region III, there are more than seven million beneficiaries and nearly 280,000 providers.

Nancy has held various leadership positions within CMS, including working on programs to shape and implement the handling of Marketplace casework. She helped to stand up the Center for Medicare and Medicaid Innovation (CMMI) in 2011 as the Acting CMMI Deputy Director, led a national effort to promote and implement electronic health records (EHRs) in hospitals and physician offices resulting in 82% of physicians using EHRs by 2013, and many other leadership positions.

Nancy received a Presidential Rank Award in 2015 for her accomplishments and is a Senior Fellow of the Council on Excellence in Government. She joined federal service as a Presidential Management Fellow and received a Bachelor of Science in Nursing from Villanova University and a Master of Health Services Administration from George Washington University.
