Office of Human Capital
Elisabeth A. Handley is Director for the Office of Human Capital, Centers for Medicare and Medicaid Services (CMS). She brings diverse experience from within Department of Health and Human Services (HHS) across programs and functions, including key leadership roles. She has more than a decade of experience with CMS including serving as Deputy Center Director of the Center for Program Integrity, where she helped oversee the prevention of waste, abuse, and fraud in Medicare and Medicaid programs, regulating managed care organizations, and partnership development.
Prior to joining CMS, Lis worked for the Office of the National Coordinator for Health Information Technology (ONC) where she was the Deputy National Coordinator for Operations. She has also led community health center programs at the Health Resources and Services Administration (HRSA) and outreach involvement with cancer advocates and professional societies at the National Cancer Institute (NCI). She began her federal career as a Presidential Management Fellow at the Social Security Administration, after receiving a Master of Public Administration degree from Florida State University.
