Call for Measures
As a part of its measure development process, CMS may request candidate measures for a specific project. CMS and its measure developer(s) review the candidate measures submitted by stakeholders and stakeholder groups. Measures suggested during this process undergo the same rigorous evaluation as all other CMS measures.
Annual Call for Measures
The annual call for measures is an opportunity to submit quality measures and activities relevant to the Merit-based Incentive Payment System (MIPS) and projects subject to pre-rulemaking. Pre-rulemaking is a multistep process established by U.S. Department of Health and Human Services (HHS) to select quality and efficiency measures. Visit the CMS pre-rulemaking webpage to learn more.

- Professional associations and medical societies that represent eligible clinicians
- Researchers
- Consumer groups
- Other stakeholders
Basic Characteristics of Measures Under Consideration
While measure priorities may change, measures and activities selected for consideration must be:
- Applicable
- Feasible
- Scientifically acceptable
- Reliable
- Valid to individual clinicians
- Unique in comparison to existing measures and activities for notice and comment rulemaking
