Exchange Improper Payment Measurement (EIPM)

In compliance with the Payment Integrity Information Act of 2019, the Centers for Medicare & Medicaid Services has implemented the Federal Exchange Improper Payment Measurement (FEIPM) program to identify, measure, and report improper payment information for the Advance payment of the Premium Tax Credit (APTC) program. The FEIPM program reported its first measurement cycle’s improper payment data in November 2022 for calendar year 2020 APTC payments.

In the 2024 Notice of Benefit and Payment Parameters, the Centers for Medicare & Medicaid Services created the Improper Payment Pre-Testing and Assessment (IPPTA) for State-based Exchanges to prepare for the eventual inclusion into the State-based Exchanges Improper Payment Measurement (SEIPM) program.
