The Centers for Medicare & Medicaid Services (CMS) is the federal agency that provides health coverage to more than 160 million through Medicare, Medicaid, the Children's Health Insurance Program, and the Health Insurance Marketplace. CMS works in partnership with the entire health care community to improve quality, equity and outcomes in the health care system. To this end, CMS procures a wide range of supplies and services including (but not limited to) - Research Studies and Demonstrations, Consultant Services, Health Services, Provider Fraud and Abuse, Health Quality and Standards, Professional Advisory Services, and Information Technology (Hardware and Software) and discretionary Grants.

Office of Acquisition and Grants Management (OAGM) Information

OAGM serves as CMS’ Contracting Activity and Grants Management organization. OAGM plans, organizes, coordinates, and manages the activities and resources required to maintain an agency-wide acquisition program, which includes the responsibility for all CMS discretionary grants. OAGM is comprised of Contracting Officers, Contract Specialists, Grants Management Officers, Grants Management Specialists, Program Managers, Project Officers, Contracting Officer’s Representatives, and a myriad of other professional staff. 

In addition to executing and administering thousands of contracts and grants amounting to billions of dollars annually, OAGM serves as a strategic liaison between internal program, finance, and information technology components and external partners (i.e., the contractor and grantee community). As a key component in the complex acquisition and grants system, OAGM strives to operate with integrity, transparency, accountability, fairness, and efficiency, to deliver value for our nation’s taxpayers, optimize investments, and promote superior performance outcomes.
