On behalf of the Medical Device Manufacturers Association (MDMA), I wish to express our support for the proposed National Coverage Determination that would provide national Medicare coverage for power seat elevation equipment for certain beneficiaries with a Group 3 power wheelchair.

Patients should not be punished for being disabled. They should be able to reach their cabinets and live autonomous lives as much as possible. Seat elevator function would allow patients to be more independent in their homes without the help of care givers. It is also important for full time wheelchair users to be able to be at eye level with other humans for social interaction and psyche benefits.

First, I want to thank the ITEM Coalition for opening up comments to allow individuals to give their opinion and stance on this important topic. I am an Occupational Therapy master’s student who was overjoyed to hear CMS release its proposed decision to offer Medicare coverage for seat elevation/ standing systems in power wheelchairs. The Medicare program prohibiting coverage for seat elevation and standing system due to thinking it is a “luxury” service for wheelchair users is false.

To whom it may concern,
As an Occupational Therapist for 17 years who specializes in seating and positioning, please strongly consider approving seat elevation systems in group 3 power wheelchairs as a Medicare benefit in order to significantly improve quality of life for power wheelchair users. In my experience, seat elevation should not be considered a luxury or a convenience, rather medially necessary to reduce friction/sheering to the buttocks during transfers to uneven surface

I am an ATP working with the ALS /MDA Clinic of Oklahoma and have first hand experience with patients needing elevate since 1999. I have found the elevating seats have become more sophisticated and not only elevate but also tilt forward for active reach. It is truly not a luxury item but a necessity for those with limited mobility. For your consideration. Elevating seat for a powerchair should be medically necessary feature in that it will aid in completion of ADLs. A patient can reach the sink, cabinet, or stove without burning themselves cooking. The psychological effect is also a big factor and being eye level with others would be highly beneficial. It is unfair to say it isn't medically necessary, if you were confined to a motorized wheelchair you would want an elevating seat.

I have countless patients who would massively benefit from the elevating seat feature. In order to access cabinets and kitchen supplies, as well as to make transfers easier onto different height surfaces. Another benefit would be that the patient could speak to their peers at eye level, a huge social benefit. I think all in all this feature would bring a lot of people more access to their environment.
