2025 Quality Conference Highlights

The Centers for Medicare & Medicaid Services (CMS) hosted the 2025 Quality Conference, July 1-2, convening healthcare leaders, clinicians, researchers, and patient advocates from across the country. This year’s theme—“Make American Healthy: Improving Health Outcomes Through Prevention, Quality, and Safety,”—focused on practical strategies to reduce harm, improve outcomes, and modernize care delivery. 

CMS Administrator Dr. Mehmet Oz and senior agency officials led discussions on applying data, strengthening system accountability, and scaling proven interventions to support a safer, more efficient healthcare system. Speakers addressed core priorities, including the use of digital tools, transparency in performance measurement, and the role of aligned incentives driving value. 

CMS also shared updates on the 13th Scope of Work for the Quality Improvement Organization (QIO) Program, which provides technical assistance and support to providers helping more than 68 million Medicare beneficiaries. The updated scope prioritizes avoidable harm reduction, improved emergency preparedness, stronger outcomes in behavioral health and chronic disease, better care coordination, workforce stabilization, and expanded use of digital quality measures.
