The Home Health Value-Based Purchasing (HHVBP) Model

What’s the Home Health Value-Based Purchasing (HHVBP) Model?

The HHVBP Model is designed to give Medicare-certified home health agencies (HHAs) incentives to give higher quality and more efficient care.

When does the HHVBP Model start?

On January 1, 2016, we’ll implement the HHVBP Model in all Medicare-certified HHAs in nine states that represent each geographic area of the nation: Arizona, Florida, Iowa, Maryland, Massachusetts, Nebraska, North Carolina, Tennessee, and Washington.  HHAs in these states will compete on value in the HHVBP Model, where payment is tied to quality performance.

Why’s the HHVBP Model important?

The HHVBP Model supports greater quality and care efficiency in Medicare-certified HHAs.

How will the Model work?

We’ll adjust payments to HHAs for services based on the quality of care, not just quantity of the services they provide in a given performance period. Also, the Model will test whether larger incentives for giving better quality care can make better outcomes from home health services.  

What do HHAs in the HHVBP Model need to do to get started?  

If your HHA is provides services in one of the nine states in the HHVBP Model, we encourage you to:  

  1. Tell us who your HHA’s HHVBP primary point of contact is:
    Send the name and email address of a primary point of contact for each of your HHA’s along with the CMS Certification Number (CCN) to the HHVBP Help Desk. Please also include the HHA’s name, address, and phone number.
  2. Make a User Account on the CMS Secure Portal:
    This is the first step in registering for the HHVBP Model’s secure data portal which is where you’ll will receive performance reports and enter data for new measures.
