• Improve the Review Process: Kansas currently conducts prospective review of health insurance premium increases, but the review process is limited due to staff and funding constraints. The State will enhance its review process by investing in new premium analysis systems and information technology infrastructure and by acquiring additional staff and actuarial services dedicated to health insurance premium review. The net result of these enhancements will be that more health insurance premiums are subjected to thorough actuarial review.
• Increase Transparency and Accessibility: Health insurance premium filings are not currently disclosed. Kansas will post filings and related summary reports on its website. Additionally, consumers will be able to comment on all proposed increases.
• Develop and Upgrade Technology: Kansas will develop new analytic capabilities, including new pricing software to compare issuer data.

• Enhance Data Center:  Kansas will enhance the current All Payer Claims Database (APCD) that serves the State of Kansas by updating health claims data and improving analytic capacity. Kansas will identify national standards in existence in order to harmonize data collection and permit greater aggregation of medical claims data in Kansas.
• Expand and Improve Data Analysis: Using advanced statistical methods and data processing technology, Kansas will analyze data from the APCD in order to develop fee schedules and other database tools that accurately reflect the prices paid for health services. Kansas plans to review APCD claims data for specific conditions and/or related conditions based on Diagnostic Related Groups, Ambulatory Payment Classification, or other groupings as recommended by stakeholders.
• Data Dissemination and Transparency: Kansas will create a consumer-friendly website that is compatible across multiple platforms and mobile devices. In addition, Kansas will initiate health care studies to inform consumers and other stakeholders about health care cost, quality, and outcomes. Kansas will announce the availability of the state’s new website through extensive outreach.
