- Pursue Additional Legislative Authority: Currently, Louisiana does not have the authority to deny premium increases. The State will seek new authority to review and approve all major medical health insurance premiums during the 2011 legislative cycle.
- Expand the Scope of the Review Process: New legislation could give the State review and approval authority for all major medical products.
- Improve the Review Process: Louisiana will conduct a retrospective study of health insurance premium filings and reviews to examine best practices and develop a comprehensive legislative proposal to review and approve major medical rates.
- Develop and Upgrade Technology: Louisiana will improve efficiency and capacity and establish a data center to compile and publish fee schedule information.

Award Amount: $2,000,000
- Expand Scope of Review: Currently, the Louisiana Department of Insurance does not review health insurance rate filings in either the individual or small group market. Louisiana will use Cycle III funds to establish an Effective Rate Review program. To enable the review of rate filings, Louisiana will establish contracts with two actuarial firms.
- Improve Rate Review Transparency: Louisiana plans to develop, publish, and disseminate printed materials on rate review to consumers. Louisiana also plans to develop rate-review-related online educational materials for consumers.
- Develop and Upgrade Technology for Rate Review: Louisiana will perform necessary Information Technology upgrades in order to post rate review results on the Louisiana website and allow electronic public comment.
