Award Amount: $1,000,000
- Improve the Review Process: Nebraska will determine whether to require additional information in health insurance premium filings in order to improve the current process. Nebraska will retain an outside, certified actuary to conduct an additional, more detailed review of rate filings, and to develop a rate review procedures manual for use by existing staff.
- Increase Transparency and Accessibility: Transparency will be increased by providing information about health insurance rates on the Department of Insurance's website. Consumers will be informed of when health insurance premium increases take effect. A web-based tool will be developed to enable consumers to evaluate the value of their benefits.
- Develop and Upgrade Technology: Nebraska will upgrade its systems to support consumer outreach and medical trend review and establish a data center to compile and publish fee schedule information.

Award Amount: $2,000,000
- Improve the Review Process: Nebraska will enhance its rate review process by hiring new project and consulting staff members to support the speedy, thorough analysis of rate filings. In addition, the State Department of Insurance will identify best practices from other state rate review programs and implement those practices that complement and support their current rate review process.
- Increase Transparency and Accessibility: Nebraska proposes to update its rate review website with new functionalities and consumer content. The Department of Insurance will develop consumer education materials to help explain rate increases and what consumers can do to mitigate them. These materials will be developed in a way that is culturally and linguistically appropriate. In addition, Nebraska will continue to provide the face-to-face consumer education that was initiated by the Cycle I grant.
- Develop and Upgrade Technology: Nebraska will develop a comprehensive data reporting mechanism in order to better track trends.
