Request for Information on Artificial Intelligence Technologies for Improving Health Care Outcomes and Service Delivery
Section 1: Overview
The Centers for Medicare & Medicaid Services (CMS) is the federal agency that provides health coverage to more than 160 million people through Medicare, Medicaid, the Children's Health Insurance Program, and the Health Insurance Marketplace. CMS works in partnership with the health care community under these programs to improve quality, equity, and outcomes in the United States (U.S.) health care system.
In alignment with the Executive Order on the Safe, Secure, and Trustworthy Development and Use of Artificial Intelligence (E.O. 14110), this Request for Information (RFI) aims to gather information from interested parties, including health care companies, health care providers and payers, start-ups, and other developers, about existing Artificial Intelligence (AI) technologies supporting health care outcomes and service delivery which are relevant to CMS programs and operations. CMS aims to select organizations to provide demonstrations of their AI products and services to the agency during a series of “CMS AI Demo Days” to help the agency better understand AI uses in the health sector. CMS seeks to advance its knowledge on available AI tooling through information sharing by companies supporting the advancement of relevant AI tools and products. Demonstrations will be selected by a technical panel of CMS employees and be selected quarterly on a rolling basis.
To solicit a broad range of responses, we are inviting organizations to submit information about their products through this RFI process.
Please note that this RFI is for informational purposes only, and no contract will be awarded as a result. A firm, developer, or organization’s response to the RFI—or lack thereof—will have no impact on the evaluation of responses to any subsequent Request for Proposals (RFP) or Invitation to Bid (ITB) released. Responses will be used solely for information and planning purposes and may be made available publicly.

1.2 Submission Details
Submit your responses by emailing cmsdemodays@cms.hhs.gov. When submitting your response, please do the following:
- Subject Line: “Submission for CMS AI Demo Day: [Insert Company/Organization Name]”
- Attach a preliminary copy of your product demonstration as outlined below as a PDF file. Be sure that your presentation would be no more than 15 minutes. If you have any questions about this RFI, please contact cmsdemodays@cms.hhs.gov. Selections for demonstrations will be made by a technical panel of CMS employees. CMS AI Demo Days will be selected and identified and 15-minute presentation slots will be offered to selected proposal submissions.

1.3 RFI Timeline
Please review the below RFI timeline. Dates may be modified or amended by CMS, which will post an amendment to this RFI notifying prospective respondents and the public of any change.
- RFI Released: September 9, 2024
- Deadline for RFI Questions: September 27, 2024
- RFI Responses Due: October 7, 2024
- CMS AI Demo Day Selections and Notifications: Made on a quarterly basis starting October 2024
RFI Released: An announcement for Demo Days, in the form of the RFI, will be publicly released on the CMS digital service website and will be made available to the public for responses.
Deadline for RFI Questions: Any questions about the content of the RFI must be submitted to cmsdemodays@cms.hhs.gov by the deadline for CMS to provide a response. Questions about the content of this RFI and CMS AI Demo Days will be accepted through the Deadline for RFI Questions. No responses to questions submitted after the September 27th date will be responded to.
Section 2: Background Information
Section 2.1: Goals
CMS seeks demonstrations of, and information on, existing AI technologies that support the improvement of health care outcomes and service delivery to educate and inspire the CMS workforce on AI capabilities and provide information to inform potential future agency action. CMS also seeks such information on AI technologies potentially relevant to improving and creating efficiencies within agency operations. CMS intends to establish a quarterly CMS AI Demo Day which will provide information to the agency on AI technologies submitted under this RFI. CMS’s AI Demos Days technical panel will advise companies of CMS’s selections from submission to this RFI and notify selected organizations on a rolling quarterly basis. CMS intends that these AI Demo Days will educate the CMS community on available AI products. Recorded sessions of AI Demo Days may be made available publicly.
Section 2.2: Background
In alignment with the Executive Order on the Safe, Secure, and Trustworthy Development and Use of Artificial Intelligence (E.O. 14110), CMS seeks to help ensure the safe, responsible deployment and use of AI in the health care, public health, and human services sectors, through CMS’s programs and initiatives. This RFI offers companies working on AI technologies relevant to health care the opportunity to provide information and to demonstrate positive AI use cases for the CMS community, including CMS senior leadership, technologists, and contracting officers. Companies will be selected by a technical panel, and offered a CMS AI Demo Day date on a rolling basis to be presented to the CMS agency employees.
Section 3: Information Requested
Section 3.1: Who We’re Looking For
CMS is especially interested in hearing from firms, organizations, or individuals who are developers of the following AI functionalities in the health care sector:
Generative AI
Diagnostics and imaging analysis
Clinical documentation and summarization
Alert/risk assessment and predictive analytics
Clinical decision support systems
Business administration automation and efficiencies
Staffing and workforce enablement
Billing, benefits, and utilization management
Direct-to-patient communication
AI direct care, such as robotic-assisted health care delivery
Fraud detection
CMS welcomes comments from all interested parties.
Section 3.2: What We’re Looking For
RFI respondents should do the following in their submissions:
- Introduce the organization by sharing more about the organization’s history, size, scope, and background
- Provide a description of the organization’s past experience working with health care organizations in the U.S., as relevant
- Provide a description of past work with state, local, and federal governments or other entities, as relevant
- Describe the AI technology and use cases for the organization’s product(s) and service(s)
- Explore potential risks and opportunities of AI in health care delivery and outcomes, and/or administration
- Discuss opportunities for CMS with regard to enablement, oversight and deployment of AI.
