Arbor Research (formerly URREA) has developed clinical measures for determining the quality incentive payment and has implemented data transfers for the two participating demonstration organizations. The contractor has also performed calculations of whether the organizations have met the targets established for each of the clinical measures. Since the organizations began enrolling ESRD patients early in 2006, Arbor Research has conducted the first eight semi-annual reconciliations, determining the quality incentive payment for the organizations.
