Description
The HealthChoice Demonstration, operational on July 1, 1997, requires most Medicaid eligibles to receive their Medicaid coverage through capitated managed care plans. Savings from the managed care delivery system are used to fund a variety of eligibility expansions, including women losing Medicaid after a pregnancy-related period of eligibility eligible for family planning service only; individuals age 19 and over with income below 116 percent FPL and under $4,000 in assets enrolled in the Primary Access to Care program; and certain institutionalized medically needy individuals over the age of 18 with incomes in excess of 300 percent of the Social Security Income Federal Benefit Rate enrolled in the Increasing Community Services Program. The Demonstration also implements managed care for title XXI Medicaid expansion children.
