CMS ordinarily provides a 60-day delay in the effective date of final rules after the date they are issued (with the IPPS final rule issued on or around August 1 and effective October 1). Due to CMS prioritizing efforts in support of containing and combating the COVID–19, in the FY 2021 IPPS proposed rule CMS waived the 60-day delay in the effective date of the final rule, and replaced it with a 30-day delay in the effective date of the final rule. Usually, CMS provides the Three Year Medicare Geographic Classification Review Board (MGCRB) Reclassification Data for the FY 2022 MGCRB Applications for MGCRB reclassification concurrent with the IPPS final rule. However, in order to provide hospitals sufficient time before the September 1, 2020 deadline for the FY 2022 MGCRB Applications, CMS is providing this data prior to issuance of the FY 2021 final rule.
In addition, CMS is postponing the September 1 deadline to submit an application to the Medicare Geographic Classification Review Board (MGCRB) for FY 2022 reclassifications until 15 days after the public display date of the FY 2021 IPPS/LTCH final rule by the Office of the Federal Register.
