Whether the payment penalty imposed by the Centers for Medicare & Medicaid Services ("CMS") under the Inpatient Rehabilitation Facility Quality Reporting Program ("IRF QRP") to reduce Casa Colina Hospital's ("Casa Colina") Inpatient Rehabilitation Facility ("IRF") prospective payment system ("PPS") payment update (i.e., annual increase factor or "AIF") for federal Fiscal Year ("FFY") 2022 by two (2) percentage points was proper.
