Whether National Government Services (the "Medicare Contractor") properly reopened and recalculated the revised volume decrease adjustment ("VDA") payment owed to Miles Memorial Hospital ("Miles Memorial" or the "Provider") for the significant decrease in inpatient discharges that occurred in its cost reporting period ending September 30, 2008 ("FY 2008").
