What’s new: CMS is seeking public input in a Request for Information (RFI) on how to improve and modernize Medicare Advantage (MA) — including changes to risk adjustment, quality bonus payment policies, and wellness and nutrition policies — through either a time-limited model test under the CMS Innovation Center’s authority or potential program-wide regulatory changes.
Why It Matters: Over half of Medicare beneficiaries are currently enrolled in MA; this RFI aims to enhance competition in the MA program, leveling the playing field for smaller, regional, and less well-resourced plans, which can drive innovation, improve health outcomes, and maximize the value of the MA program for beneficiaries and taxpayers.
What to expect: The deadline for comment to the RFI, which is part of the 2027 Part C and D Proposed Rule (CMS-4212-P) on the Federal Register, is January 26, 2026; CMS may use this feedback to inform future model tests or potential program-wide regulatory changes.
