Whether the Medicare Contractor properly calculated the volume decrease adjustment ("VDA") owed to Galesburg Cottage Hospital ("Galesburg" or the "Provider") for the greater than five percent decrease in inpatient discharges that occurred in its cost reporting period ending April 30, 2009 ("FY 2009").
