Rural Health Open Door Forum

Overview:

The Rural Health Open Door Forum (ODF) addresses Rural Health Clinic (RHC), Critical Access Hospital (CAH) and Federally Qualified Health Center (FQHC) issues, as well as some inclusion of other questions and concerns that occur in clinical practice pertaining to other CMS payment systems that also extend into these settings. Topics that frequently arise on this forum often deal with payment & billing for services subject to Health Professional Shortage Area (HPSA) and/or Physician Shortage Area (PSA) status, cost report clarifications, classifications for & qualifications of rural provider types, and the many special provisions being implemented for improving rural health in the Medicare Modernization Act of 2003. Timely announcements and clarifications regarding important rulemaking, quality program initiatives, and other related areas are also included in the Forums.

**Updated: August 23, 2019 - Special Open Door Forum (SODF), Developing a Hospice Patient Assessment Tool, now called Hospice Outcomes & Patient Evaluation (HOPE) Tool---Status Update, Thursday, September 12, 2019 from 2:00pm – 3:00pm Eastern Time. The purpose of this SODF is to allow hospices and other interested parties to ask questions on the development of a Hospice Outcomes & Patient Evaluation (HOPE) Tool. This SODF is part of a series of regular SODF’s CMS plans to host on this patient assessment tool and other key topics related to the Hospice Quality Reporting Program. The purpose of a HOPE Tool is to develop outcome and other quality measures that relate to the care needs of people through the dying process and to ensure the safety and comfort of individuals enrolled in hospice institutions nationwide. The SODF will provide a status update and welcomes your questions. **Updated Agenda: August 28, 2018 - Special Open Door Forum (SODF): Open Payments Expansion under the SUPPORT Act, Thursday August 29, 2019, 2018 from 2:00pm -3:00pm Eastern Time. This SODF on the Substance Use-Disorder Prevention that Promotes Opioid Recovery and Treatment for Patients and Communities Act (SUPPORT Act) impact on the Open Payments program. Open Payments is a national disclosure program that promotes a more transparent and accountable health care system by publishing the financial relationships between applicable manufactures and group purchasing organizations (GPOs) and health care providers (physicians and teaching hospitals). The provisions in the SUPPORT Act that impact Open Payments are a rider on the 2020 Physician Fee Schedule. CMS is formally soliciting feedback via comments on the Physician Fee Schedule, which is available through September 27, 2019. This call is intended for the providers impacted by the expanded definition and will provide an opportunity to learn about Open Payments, how the expansion directly affects them, and their role within the Open Payments program.
