2017 Marketplace Open Enrollment Period Public Use Files

The 2017 Open Enrollment Period for the Health Insurance Marketplaces began on November 1, 2016 and ended on January 31, 2017. The Centers for Medicare & Medicaid Services has prepared a number of public use files (PUFs) summarizing plan selection activity during this period. Unless otherwise noted, these files reflect activity through the end of the Open Enrollment Period.

  • Final State-Level Public Use File: The state-level PUF includes total health plan selections made in all 50 states plus the District of Columbia. Among these consumers, the PUF also contains information such as monthly premiums and financial assistance, age, gender, metal level, self-reported race and ethnicity, rural location, household income as a percent of the federal poverty level (FPL), and plan switching behavior. The state-level PUF also includes data on dental plan selections and Basic Health Plan (BHP) enrollments. Certain types of data are only available for the 39 states that used the HealthCare.gov platform in 2017.
  • Final County-Level Public Use File: The county-level PUF includes total health plan selections, the count of consumers with an Advanced Premium Tax Credit (APTC), and average APTC among consumers with APTC. This PUF only includes data for the 39 states that used the HealthCare.gov platform in 2017.
  • Final ZIP Code-Level Public Use File: This ZIP code-level PUF includes total health plan selections, the count of consumers with APTC, and average APTC among consumers with APTC. This PUF only includes data for the 39 states that used the HealthCare.gov platform in 2017.
  • January ZIP Code-Level Public Use File: This PUF presents ZIP code-level data for total health plan selections between November 1, 2016 and December 24, 2016 (the deadline for January 2017 coverage) as well as the count of consumers with APTC and average APTC among consumers with APTC. This PUF only includes data for the 39 states that used the HealthCare.gov platform in 2017.
