The 2025 Open Enrollment Period (OEP) for the Health Insurance Exchanges ran between November 1, 2024 and January 15, 2025 for the 31 states that used HealthCare.gov (HC.gov).
For the 20 SBEs using their own platforms, the reporting period reflects plan selection and Exchange activity from the beginning of OE on November 1, 2024 – except Idaho, which has reporting period beginning on October 15, 2024 and New York, which began processing PY 2025 QHP plan selections on November 16, 2024 – to the end of each SBE’s respective OEP and any run-out period that captures remaining in-line applications and post-OE cleanup activities – except Rhode Island, which extended its OEP to February 28, 2025 due to a cybersecurity breach of the RIBridges system and provided data through February 15, 2025. Data for each SBE are provided through the following dates: California (1/31/2025), Colorado (1/17/2025), Connecticut (1/15/2025), District of Columbia (2/7/2025), Georgia (1/15/2025), Idaho (12/16/2025), Kentucky (1/16/2025), Maine (1/15/2025), Maryland (1/15/2025), Massachusetts (1/28/2025), Minnesota (1/15/2025), Nevada (1/21/2025), New Jersey (1/31/2025), New Mexico (1/17/2025), New York (2/1/2025), Pennsylvania (1/15/2025), Rhode Island (2/15/2025), Vermont (1/15/2025), Virginia (1/22/2025), and Washington (1/15/2025).
The PUFs contain data on individual Exchange activity, including health insurance applications, Qualified Health Plan (QHP) selections, and stand-alone dental plan (SADP) selections. The PUFs also include demographic characteristics of consumers who made a plan selection.
CMS has prepared a number of Public Use Files (PUFs) summarizing plan selection activity during the applicable OEPs.
- 2025 OEP State-Level Public Use File: The state-level PUF includes total health plan selections in all 50 states plus the District of Columbia. The PUF provides state-level data on metrics such as average monthly premium, financial assistance, age, gender, metal level, self-reported race and ethnicity, rural location, household income as a percent of the federal poverty level (FPL), and plan switching behavior among consumers with a plan selection. In addition, the state-level PUF includes data on dental plan selections and Basic Health Plan (BHP) enrollments. Certain data elements are only available for the 32 HC.gov states in 2025.
- 2025 OEP State, Metal Level, and Enrollment Status Public Use File: The state, metal level, and enrollment status PUF includes data with stratifications by state, metal level and enrollment status. It includes total health plan selections in all 50 states plus the District of Columbia and state, metal level, and enrollment status-level data on enrollment status, average monthly premium, financial assistance, age, gender, self-reported race and ethnicity, rural location, metal level, and household income as a percent of the FPL. Certain data elements are only available for the 32 HC.gov states in 2025.
- 2025 OEP County-Level Public Use File: The county-level PUF includes total health plan selections by county, as well as average monthly premium, financial assistance, age, gender, metal level, self-reported race and ethnicity, household income as a percent of the FPL, and plan switching behavior. In addition, the county-level PUF includes data on dental plan selections. This PUF only includes data for consumers with a plan selection in the 32 states that used the HC.gov platform in 2025.
- 2025 OEP ZIP Code-Level Public Use File: The ZIP code-level PUF includes total health plan selections, the count of consumers with APTC, and average APTC among consumers with APTC by zip code. This PUF only includes data for consumers with a plan selection in the 32 states that used the HC.gov platform in 2025.
- 2025 OEP Snapshot Public Use File: The Snapshot PUF includes data that CMS released during the 2025 OEP. It includes total health plan selections, including a breakdown of new and returning consumers. State-level health plan selection counts are also included.
- 2014-2025 OEP Plan Design Public Use File: The Plan Design PUF includes data on availability and plan selections of Health Savings Account (HSA)-eligible plans and average and median deductibles of plans selected during the 2014-2025 OEPs. It also includes number and percent of plan selections by metal level in standardized plan options (SPOs) in 2025, stratified by state and enrollment status.
