1. Whether outpatient observation bed days should be included in the bed count for the purpose of calculating the Provider's indirect medical education or IME reimbursement. 2. Whether to include Medicaid outpatient observation days when determining the Provider's disproportionate share hospital or DSH eligibility and payment.
