REGISTRATION OPEN: Register for CMS’ 2023 CMS Health Equity Confidential Feedback Reports Live Q&A.

On November 16, 2023, at 2:00 p.m. ET, the Centers for Medicare & Medicaid Services (CMS) will host a live Q&A session regarding the Health Equity Confidential Feedback Reports released on October 16, 2023. The Q&A session will give participants an opportunity to learn about answers to commonly asked questions regarding the report’s methodologies and interpretations from CMS subject matter experts.

NEW RESOURCE AVAILABLE: BIMS, PHQ-2 to 9, and Pain Interview Cue Cards

CMS is offering a set of cue cards to assist providers in conducting the Brief Interview for Mental Status (BIMS), the Patient Health Questionnaire (PHQ-2 to 9), and the Pain Interview, as referenced in the OASIS-E coding guidance. This resource is intended to be utilized as a supplemental patient communication tool that provides a visual reference for the coding of response options. More detailed instructions regarding the use of cue cards and the administration of the BIMS in writing can be found in the OASIS-E Manual.

NEW RESOURCE AVAILABLE: Third Edition HH QRP COVID-19 Public Reporting Tip Sheet

The purpose of the Third Edition Home Health (HH) Quality Reporting Program (QRP) COVID-19 Public Reporting (PR) Tip Sheet is to help providers understand CMS’ public reporting approach to the HH QRP to account for CMS quality data submissions that were either optional or excepted from public reporting due to the COVID-19 public health emergency. The impacts on CMS’ Care Compare website refreshes are also outlined. This tip sheet serves as a companion document to the first and second edition HH QRP COVID-19 PR Tip Sheets published in July 2020 and February 2022.

CMS is offering a cue card to assist providers in coding the Patient Health Questionnaire (PHQ-2 to 9) as referenced in the coding guidance for D0150. This resource is intended to be utilized during the Patient Mood Interview as a supplemental communication tool that provides a visual reference to assist patient selection of symptom frequency.

REGISTRATION OPEN: The Home Health (HH) Outcome Assessment Information Set Version E (OASIS-E) Guidance Training Program

The Centers for Medicare & Medicaid Services (CMS) is offering a virtual training program that provides instruction on the guidance for the Outcome and Assessment Information Set (OASIS)-E. This training is part of a comprehensive strategy to ensure home health providers have access to the educational materials necessary to promote understanding and compliance with changes in reporting requirements associated with the Home Health Quality Reporting Program (HH QRP). These changes go into effect on January 1, 2023. A major focus of this training will be on the cross-setting implementation of the standardized patient assessment data elements being introduced in 2023 to ensure more consistent reporting and evaluation across post-acute care settings.

The training program consists of two parts:

  • Part 1 – LEARN: Watch the pre-recorded training webinars that deliver foundational knowledge to assist in learning the new items and guidance. These videos are intended to be viewed in advance of the live event and are available now on CMS YouTube.
  • Part 2 – PRACTICE: Attend the live, virtual workshop sessions that provide practice coding scenarios on the items covered in the Part 1 training webinars. These live sessions will take place on September 13th and September 14th between 1 p.m. and 5 p.m. ET.

CY 2022 Rule Finalizes Plan to Implement OASIS E on January 1, 2023

As finalized in the Calendar Year (CY) 2022 Home Health Rule, CMS will implement OASIS E on January 1, 2023, to initiate the capture of data for the Transfer of Health Information (TOH) to Provider Post-Acute Care (PAC) measure, the Transfer of Health Information (TOH) to Patient-PAC measure, and certain Standardized Patient Assessment Data Elements (SPADEs). CMS will provide training and education to Home Health Agencies in advance of implementation in 2023. Implementation was previously delayed to provide maximum flexibilities for providers of Home Health Agencies to respond to the COVID-19 Public Health Emergency.

The pocket guides provide a quick reference for important terms and definitions that promote coding accuracy. These training assets are intended for providers in Home Health Agencies (HHAs), Inpatient Rehabilitation Facilities (IRFs), Long-Term Care Hospitals (LTCHs), and Skilled Nursing Facilities (SNFs). The pocket guides are approximately 2 x 3.5 inches in size and are designed to be worn behind a provider identification badge.

The Centers for Medicare & Medicaid Services (CMS) is offering a web-based training course that provides a high-level overview of how data elements within CMS patient/resident assessment instruments are used to construct quality measures (QMs) across post-acute care (PAC) settings. The PAC settings included are those covered under the Centers for Medicare & Medicaid Services (CMS) Quality Reporting Programs (QRPs) for Home Health Agencies (HHAs), Inpatient Rehabilitation Facilities (IRFs), Long-Term Care Hospitals (LTCHs), and Skilled Nursing Facilities (SNFs). Information covered will include a short review of the QRPs' cross-setting quality measures (QM), how data elements feed into these cross-setting QMs, how QMs are calculated and appear on QM reports and how to access and use this data for quality improvement.
