1. Whether the Intermediary's adjustment to the Provider's disproportionate share (DSH) payment was proper. 2. Whether the Intermediary's calculation of the number of interns and residents and the amount of allowable costs for fiscal year 1991 for purposes of the Graduate Medical Education (GME) Programs (both for purposes of GME and IME) was proper. 3. Whether the Intermediary properly disallowed expenses relating to the Inn at University Village rather than re-classifying the expenses as investment losses to be offset against investment income.
