Civil Money Penalty (CMP) Funded Resources

Under the Civil Money Penalty Reinvestment Program (CMPRP), CMP funds can be used to improve the quality of life by equipping nursing home staff, administrators, and stakeholders with technical tools and assistance, directly benefiting nursing home residents and enhancing their quality of care and quality of life.

A CMP-funded program, the Center of Excellence for Behavioral Health in Nursing Facilities, was launched in September 2022 through a partnership between CMS and the Substance Abuse and Mental Health Services Administration. Although the three-year program ended in September 2025, its training materials and resources remain accessible to nursing homes, offering ongoing support for staff development and improved behavioral health care for residents with behavioral needs.

Additionally, CMS has developed optional CMPRP Toolkits that serve as evidence-based resources to help nursing home teams reduce adverse events, improve staffing quality, and enhance dementia care. These practical tools are designed to support voluntary quality improvement initiatives and provide nursing homes with actionable strategies to enhance the delivery of care.
