Registration & Attestation

In 2018, the Centers for Medicare & Medicaid Services (CMS) transitioned to the QualityNet System for hospitals that attest to CMS for the Medicare Promoting Interoperability Program. Medicaid Promoting Interoperability Program participants will continue to submit their meaningful use attestation to their respective State Medicaid agencies.

By transitioning to one system, CMS continues in their effort to streamline data submission methods. The goal is to make it easier for participants to submit data to CMS. Additional information regarding the various registration and attestation methods is listed below.

Medicare Eligible Hospitals and CAHs

Medicare eligible hospitals and CAHs must attest through the QualityNet Secure Portal. For more information on eligible hospital attestation, visit our Eligible Hospital Information page.

If you are new to the QualityNet system, you must enroll. For further instruction on how to enroll, use this QualityNet Secure Portal Enrollment and Login User Guide (PDF).

Dual-Eligible Hospitals and CAHs

Beginning with CY 2019, if you qualify for both the Medicare and Medicaid Promoting Interoperability Programs, you are required to demonstrate meaningful use for the Promoting Interoperability Programs to CMS and not to your State Medicaid agency and will need to complete registration and attestation with CMS.

Medicaid EPs, Eligible Hospitals, CAHs:

These participants should follow the requirements of their State Medicaid agencies to submit their meaningful use attestation.

Medicaid Eligible Hospital and Eligible Professional Registration User Guides 

The official Medicaid Program Interoperability user guides for Medicaid EHs and EPs provide easy instructions for using CMS’ systems. They provide helpful tips and screenshots to walk the user through the registration process. Also, they provide important information needed to successfully register and attest.

Are you registering on behalf of a Medicaid EP? 

CMS allows an EP to designate a third party to register and attest on his or her behalf. To do so, users working on behalf of an EP must have an Identity and Access Management System (I&A) web user account (User ID/Password), and be associated to the EPs National Provider Identifier (NPI). If you are working on behalf of one or more EPs and do not have an I&A web user account, please visit I&A Security Check to create one.

Note: States and territories will not necessarily offer the same functionality for registration and attestation in the Promoting Interoperability Program. Check with your state or territory Promoting Interoperability Program to see what functionality is offered.
