Tamyra Garcia
Tamyra Garcia serves as Deputy Director of the Office of Human Capital (OHC), bringing over 20 years of public service experience and extensive expertise in data analytics, policy development, and operations. Throughout Tamyra’s career she has consistently brought together strategy, operations, and workforce management.
In her previous role as Deputy Director of Operations for the Center for Clinical Standards and Quality (CCSQ), she supported an organization of over 700 staff with a multi-billion-dollar budget, strengthening operational infrastructure and aligning workforce resources with program priorities. Her experience in managing large operational portfolios and leveraging data analytics to inform decision-making positions her to enhance OHC’s analytic maturity and ensure evidence-based human capital strategies.
Tamyra's previous role as Deputy Director of the Quality Measurement and Value-Based Incentives Group, where she coordinated and led complex national healthcare quality programs, further reinforces her readiness for enterprise-level leadership. Her ability to balance policy intent, operational feasibility, and stakeholder impact is directly transferable to her Deputy role in OHC. Her public health and policy expertise vary in scope. Prior to joining CMS, she collaborated with international non-governmental organizations to examine healthcare quality and worked as an Epidemiologist for the Centers for Disease Control and Prevention.
Tamyra is a former HHS Emerging Leader Fellow who graduated from Spelman College and obtained her master’s in public health with a focus in Epidemiology, from Columbia University. She is passionate about improving healthcare, establishing positive work environments, and caring for her loving family.
