Transmittal 12965 issued November 14, 2024, is being rescinded and replaced by Transmittal 13112, dated March 21, 2025, to revise the effective and implementation dates to reflect analysis for April, and Implementation in July 2025. This correction also revises the date in business requirement 13739.3. All other information remains the same.
