Skilled Nursing Facility (SNF) Validation Program

Overview

What is the SNF Validation Program?

The SNF Validation Program is an audit-driven initiative aimed at evaluating the accuracy of quality measure data elements derived from the Minimum Data Set (MDS), which are used in the Skilled Nursing Facility (SNF) Value-Based Purchasing (VBP) and Quality Reporting Programs (QRP) for assessing quality of care and measuring quality of care improvement. 

Administered by the Center for Clinical Standards and Quality (CCSQ), Division of Chronic and Post-Acute Care (DCPAC), this program was established to comply with Section 1888(h)(12)(A) of the Social Security Act (by section 111(a)(4) of Division CC of the Consolidated Appropriations Act, 2021 (Pub. L. 116–260)) mandating a validation process for data submitted under the SNF VBP and QRPs. 

The primary purpose of the validation program is to ensure that the data used to calculate SNF VBP and QRP measures are accurate for quality measurement purposes.
