Overview

What is the Data Validation Process?

The Data Validation Process evaluates the accuracy of quality measure data elements derived from the Minimum Data Set (MDS), which are used in the Skilled Nursing Facility (SNF) Value-Based Purchasing (VBP) and Quality Reporting Programs (QRP) for assessing quality of care and measuring quality of care improvement. 

Administered by the Center for Clinical Standards and Quality (CCSQ), Division of Chronic and Post-Acute Care (DCPAC), this process was established to comply with Section 1888(h)(12)(A) of the Social Security Act (by section 111(a)(4) of Division CC of the Consolidated Appropriations Act, 2021 (Pub. L. 116–260)) mandating a validation process for data submitted under the SNF VBP and QRP.

The Centers for Medicare & Medicaid Services (CMS) has developed resources including training materials and frequently asked questions (FAQs) to support Skilled Nursing Facility participation in the Data Validation Process.
