Reminder of Upcoming Data Submission Deadline
The submission deadline for the Skilled Nursing Facility (SNF) Quality Reporting Program (QRP) is approaching. Minimum Data Set (MDS) assessment data and data submitted to the Centers for Medicare & Medicaid Services (CMS) via the Centers for Disease Control and Prevention (CDC) National Healthcare Safety Network (NHSN) for January 1st – March 31st (Q1) of Calendar Year (CY) 2022 is due with this submission deadline.
All data must be submitted no later than 11:59 p.m. on August 15, 2022.
It is recommended that the applicable CMS Certification and Survey Provider Enhanced Reports (CASPER) reports and NHSN analysis reports are run prior to each quarterly reporting deadline to ensure that all required data were submitted. We encourage you to verify all facility information prior to submission, including CMS Certification Number (CCN) and facility name.

FY2023 SNF PPS Final Rule (CMS 1765-F)
The Centers for Medicare & Medicaid Services (CMS) issued a final rule (CMS-1765-F) that provides updates to the Skilled Nursing Facility (SNF) Quality Reporting Program (QRP) for fiscal year (FY) 2023. This rule includes the adoption of one new measure: the Influenza Vaccination Coverage among Healthcare Personnel (HCP) (NQF #0431) beginning with the FY 2024 SNF QRP. In addition, CMS is revising the compliance date for the updated version of the Minimum Data Set (MDS) 3.0 assessment instrument to October 1, 2023. Finally, CMS is revising regulatory text that pertains to data submission requirements for the SNF QRP and summarizing comments from stakeholders on SNF QRP measures under consideration for future years, inclusion of the CoreQ: Short Stay Discharge measure in a future SNF QRP program year, as well as the CMS health equity strategy for the SNF QRP.

The Skilled Nursing Facility (SNF) Provider Preview Reports have been updated and are now available. These reports contain provider performance scores for quality measures, which will be published on Care Compare and Provider Data Catalog (PDC) during the October 2022 release.

SNF Quality Reporting Program: Non-Compliance Notifications
The Centers for Medicare & Medicaid Services (CMS) is providing notifications to Skilled Nursing Facilities (SNFs) and non-Critical Access Hospital (CAH) Swing Beds (SBs) that were determined to be out of compliance with SNF Quality Reporting Program (QRP) requirements for calendar year (CY) 2021, which will affect their fiscal year (FY) 2023 Annual Payment Update (APU). Non-compliance notifications will be distributed by the Medicare Administrative Contractors (MACs) and will be placed into facilities’ Certification and Survey Provider Enhanced Reports (CASPER) folders in the Quality Improvement and Evaluation System (QIES) on July 13, 2022. Facilities that receive a letter of non-compliance may submit a request for reconsideration to CMS via email no later than 11:59 pm, August 11, 2022. If you receive a notice of non-compliance and would like to request a reconsideration, see the instructions in your notification letter and on the SNF Quality Reporting Reconsideration and Exception & Extension webpage.
Please note: Any reconsideration containing protected health information (PHI) will not be processed. All PHI must be removed in order for a reconsideration to be reviewed.

Updates to SNF Provider Threshold Report Now Available
An updated version of the Skilled Nursing Facility (SNF) Provider Threshold Report (PTR) is now available. The PTR is a user-requested, on demand report which enables users to obtain the status of their data submission completeness related to the compliance threshold required for the SNF Quality Reporting Program (QRP).
Updates to the PTR include:
- Addition of the new measure: HCP COVID-19 Vaccine. This measure is presented under a new category: “CDC Measure”. Information on this measure is displayed based upon the data collection calendar year and quarter.
- Addition of a new report disclaimer: “The SNF Provider Threshold Report is available for the convenience of the provider. Extensions and exceptions approved according to CMS policy have not been applied in the score calculations. The score in this report is considered preliminary and is not the final CMS calculation of SNF compliance with the requirements set out in 42 CFR 413.360(b)(2).”
This report is available in the ‘SNF Quality Reporting Program’ category in the Certification and Survey Provider Enhanced Reporting system (CASPER) Reporting application.

PPS and Consolidated Billing for SNF; Updates to the QRP and VBP Program for FY 2023 (CMS-1765-P)
On April 11, 2022 the Centers for Medicare & Medicaid Services (CMS) issued a proposed rule (CMS-1765-P) that provides updates to and proposals for the fiscal year (FY) 2023 Skilled Nursing Facility Quality Reporting Program (SNF QRP). This rule includes one new measure proposal: the Influenza Vaccination Coverage among Healthcare Personnel (HCP) (NQF #0431) measure. In addition, CMS is also proposing to revise the compliance date for the updated version of the Minimum Data Set (MDS) 3.0 assessment instrument. We are also proposing to revise regulatory text that pertains to data submission requirements for the SNF QRP. Finally, we are seeking comment on three subjects: future measure concepts for the SNF QRP; overarching principles for measuring equity and healthcare disparities across CMS programs, including the SNF QRP; and the inclusion of the CoreQ: Short Stay Discharge Measure in the SNF QRP.
