The submission deadline for the Skilled Nursing Facility (SNF) Quality Reporting Program (QRP) is approaching. MDS assessment data for October 1 – December 31 (Q4) of calendar year (CY) 2020 are due with this submission deadline.

All data must be submitted no later than 11:59 p.m. on May 17, 2021.

It is recommended that the applicable CMS Certification and Survey Provider Enhanced Reports (CASPER) reports are run prior to each quarterly reporting deadline to ensure that all required data were submitted. We encourage you to verify all facility information prior to submission, including CCN and facility name.

Important QRP Reminder for Non-CAH Swing Beds

Non-Critical Access Hospital (CAH) swing beds are subject to SNF Quality Reporting Program (QRP) requirements, via the submission of the MDS 3.0. CAHs with swing beds are not required to submit quality data under the SNF QRP. For more information on SNF QRP requirements, please visit the SNF QRP Measures and Technical Information webpage.

Prospective Payment System and Consolidated Billing for Skilled Nursing Facilities; Updates to the Quality Reporting Program and Value-Based Purchasing Program for Federal Fiscal Year 2022 CMS-1746-P

On April 08, 2021 the Centers for Medicare & Medicaid Services (CMS) issued a proposed rule (CMS-1746-P) that provides updates to and proposals for the fiscal year (FY) 2022 Skilled Nursing Facility Quality Reporting Program (SNF QRP). This rule includes two new measure proposals: the Skilled Nursing Facility (SNF) Healthcare-Associated Infections (HAI) Requiring Hospitalization Measure and the COVID-19 Vaccination Coverage among Healthcare Personnel (HCP) Measure as well as an update to the specifications for the Transfer of Health (TOH) Information to the Patient-Post-Acute Care Quality Measure. In addition, CMS is proposing a modification to public reporting for the SNF QRP quality measures in order to accommodate the exception of 2020 Q1 and Q2 data. Lastly, this proposed rule includes two Requests for Information (RFI) related to the use of Fast Healthcare Interoperability Resources (FHIR) in support of Digital Quality Measurement in Post-Acute Care Quality Reporting Programs as well as Closing the Health Equity Gap.

REGISTRATION OPEN – SNF QRP: Achieving a Full APU

The Centers for Medicare & Medicaid Services (CMS) will host a webinar on Tuesday, March 30, 2021, from 1:00 p.m. to 2:30 p.m. ET to educate providers about the Annual Payment Update (APU) process to achieve full APU. This webinar will cover the relationship between the APU and the Skilled Nursing Facility (SNF) Quality Reporting Program (QRP), associated data submission requirements, and the reconsideration process for providers who are identified as being noncompliant.

Confidential Dry Run Reports for SNF HAI Measure Available

The Centers for Medicare & Medicaid Services (CMS) would like to announce the Confidential Dry Run Reports containing Fiscal Year (FY) 2018 and FY 2019 performance scores for the Skilled Nursing Facility Healthcare-Associated Infections Requiring Hospitalizations measure (SNF HAI measure) are now available. Performance scores are based on the draft measure specifications posted on CMS Measure Management Public Comment page. Providers can view these reports in their Certification and Survey Provider Enhanced Reports (CASPER) provider shared folders. These reports are accompanied by a Data Dictionary defining key measure terms.

The purpose of these Confidential Dry Run Reports is to allow SNFs to become familiar with this measure and to inform them of their performance in comparison to their peers. It is important to recognize that HAIs in SNFs are not considered “never-events.” The goal of this risk-adjusted measure is to identify SNFs that have notably higher rates of HAIs and to statistically distinguish between SNFs that are either better than or worse than their peers in infection prevention and in infection management. SNFs may choose to incorporate this measure into their internal quality assurance activities to improve patient outcomes. Review and use of this measure information is strictly voluntary.

The Skilled Nursing Facility (SNF) COVID-19 Public Reporting (PR) Tip Sheet is now available. The purpose of this Tip Sheet is to help providers understand the Centers for Medicare & Medicaid Services’ (CMS’) public reporting strategy for the Post-Acute Care (PAC) Quality Reporting Program (QRP) in the midst of the COVID-19 Public Health Emergency (PHE). This Tip Sheet explains the CMS strategy to account for CMS quality data, which were exempted from public reporting due to COVID-19, and the impact on CMS’ Nursing Home Compare website refreshes.
