IPPTA identifies three fundamental objectives:
- Prepare State Based Exchanges (SBEs) for the planned measurement of improper payments.
- Create and test processes and procedures that support CMS's review of determinations of APTC made by SBEs.
- Provide a mechanism for CMS and SBEs to share information that will aid in developing an efficient measurement process.
