REGISTRATION OPEN – Home Health Quality Reporting Program: Achieving a Full APU/Market Basket Increase Webinar on June 19, 2019

The Centers for Medicare & Medicaid Services (CMS) will be hosting a webinar on Achieving a Full Annual Payment Update (APU)/Market Basket Increase for home health providers on Wednesday, June 19, 2019 from 2:00 to 3:30 p.m. ET. The purpose of the webinar is to educate providers about the Annual Payment Update (APU) process and the requirements associated with achieving a full APU. Specifically, this webinar will cover:

• The relationship between the APU and the Home Health Quality Reporting Program.

• Associated data submission requirements.

• The reconsideration process for providers who are identified as being noncompliant.

Registration for this webinar is limited to 1,000 people on a first-come, first-serve basis.

Video Tutorials Available to Assist with Coding Specific Section GG Items

The Centers for Medicare & Medicaid Services is releasing a series of short videos to assist providers with coding select Section GG items on the OASIS, IRF-PAI, LTCH CARE Data Set, and the MDS. These videos, ranging from 4-12 minutes, are designed to provided targeted guidance using simulated patient scenarios. To access the videos, click on the links below:

Also available in the Downloads section of this webpage is a question and answer (Q+A) document containing responses to questions submitted by providers during the event.

  • The Section GG: Functional Abilities and Goals Webinar that took place on September 5, 2018; and
  • The November 2018 Home Health Quality Reporting Program Provider Training that occurred on November 6 and 7, 2018, in Baltimore, MD.

Please note: This is an update to the Q+A document posted on December 4, 2018, and includes responses to questions that required additional research.

Understanding OASIS Function Coding Fact Sheet is now available

This Fact Sheet is now available under the Downloads section at the bottom of this webpage and clarifies that the response codes for the OASIS M1800 series function items, and the Section GG function items are not intended to be duplicative, or ‘match’. There are differences between items that have the same or similar names, so coding may be different. Examples are provided to illustrate this. Each OASIS item should be considered individually and coded based on guidance specific to that item.

Section GG Decision Tree Training Document Now Available

A decision tree training document to help with coding Section GG self-care and mobility data elements is now available. This document provides an overview of the 6 codes and coding instructions for admission/discharge.

Post-training materials (includes answers to knowledge checks) for the Home Health Quality Reporting Program (QRP) Provider Training held on November 6 and 7, 2018, are now available in the Downloads section at the bottom of this web page. 

Please note: The following changes were made to the post-training materials. Page 5 of the Case Study Coding Sheet has been updated to correct an error in the screenshot of the 6-point scale. Pages 96 and 101 of the Section GG: Functional Abilities and Goals presentation has been updated to remove references to "instructions", so as to eliminate any confusion between verbal cueing as a form of intervention versus a form of supervision.

Updates to the Home Health Quality of Patient Care Star Rating

Following the 6/27/2018 MLN call describing recommended changes to the Quality of Patient Care (QoPC) Star Ratings and a one-month comment period, CMS is finalizing the proposal to modify the QoPC Star Ratings by removing the Drug Education on All Medications Provided to Patient/Caregiver during All Episodes of Care measure and adding the Improvement in Management of Oral Medications. During this webinar, CMS will present the comments received, rationale for the final decision, timing, and impact of this change.
