Reminder of Upcoming Data Submission Deadline

The submission deadline for the Inpatient Rehabilitation Facility (IRF) Quality Reporting Program (QRP) is approaching. IRF-PAI assessment data and data submitted via the Center for Disease Control and Prevention (CDC) National Healthcare Safety Network (NHSN) for January 1 – March 31 (Q1) of CY 2022 is due with this submission deadline.

All data must be submitted no later than 11:59 p.m. on August 15, 2022.

It is recommended that the applicable iQIES reports and NHSN analysis reports are run prior to each quarterly reporting deadline to ensure that all required data were submitted. We encourage you to verify all facility information prior to submission, including CCN and facility name.

IRF Prospective Payment System for Federal FY 2023 and Updates to the IRF QRP (CMS-1767-F).

The Centers for Medicare & Medicaid Services (CMS) issued a final rule (CMS-1767-F) that updates Medicare payment policies and rates for facilities under the Inpatient Rehabilitation Facility (IRF) Prospective Payment System (PPS) and the IRF Quality Reporting Program (QRP) for fiscal year (FY) 2023. CMS is publishing this final rule consistent with the legal requirements to update Medicare payment policies for IRFs on an annual basis. CMS is also finalizing a policy to expand the IRF qualify data reporting requirements under the IRF Quality Reporting Program (QRP) and summarizes comments from stakeholders on inclusion of a new CDC digital outcome quality measure as well as the CMS health equity strategy for the IRF QRP. IRF Quality Reporting Program: Non-Compliance Notifications

CMS is providing notifications to Inpatient Rehabilitation Facilities (IRFs) that were determined to be out of compliance with IRF Quality Reporting Program (QRP) requirements for calendar year (CY) 2021, which will affect their fiscal year (FY) 2023 Annual Increase Factor (AIF). Non-compliance notifications will be distributed by the Medicare Administrative Contractors (MACs) and will be placed into facilities’ My Reports folders in iQIES on July 13, 2022. Facilities that receive a letter of non-compliance may submit a request for reconsideration to CMS via email no later than 11:59 pm, August 11, 2022. If you receive a notice of non-compliance and would like to request a reconsideration, see the instructions in your notification letter and on the IRF Quality Reporting Reconsideration and Exception & Extension webpage.

Please note: any reconsideration containing protected health information (PHI) will not be processed. All PHI must be removed in order for a reconsideration to be reviewed.

The Centers for Medicare & Medicaid Services (CMS) is publishing the Inpatient Rehabilitation Facility Patient Assessment Instrument (IRF-PAI) Quarterly Q&As, June 2022, Consolidated June 2020 to June 2022 document so that all IRF providers have the benefit of the clarifications to existing guidance. Through inquiries to the IRF Post-Acute Care (PAC) Quality Reporting Program (QRP) Help Desk, CMS identifies the opportunity to clarify or refine guidance.

IRF Provider Preview Reports – Now Available

The Inpatient Rehabilitation Facility (IRF) Provider Preview Reports have been updated and are now available. These reports contain provider performance scores for quality measures, which will be published on Care Compare and Provider Data Catalog (PDC) during the September 2022 release.

Please note that historically, in any given calendar year CMS performs the annual update to all IRF claims-based quality measures during the September refresh of the Care Compare/Provider Data Catalog sites.  Because CMS only recently resumed public reporting of IRF claims-based measures during the June 2022 refresh, we will not be performing the normal annual update in September, as the data will not change enough to be meaningful.  CMS will next update these IRF measures during the September 2023 update, after which we will resume our normal cadence of annual updates.

CMS IRF-PAI Manual Version 4.0 Errata

The Centers for Medicare & Medicaid Services (CMS) is publishing an errata to the Inpatient Rehabilitation Facility Patient Assessment Instrument (IRF-PAI) Manual, Version 4.0, effective October 1, 2022. This errata is being issued to clarify guidance in Chapter 2 Section D and its accompanying supplement.

The Centers for Medicare & Medicaid Services (CMS) has identified a calculation error within the Inpatient Rehabilitation Facility (IRF) Preview Reports issued on April 13, 2022, related to the June 2022 refresh of IRF quality data on CMS Care Compare.  CMS has corrected the error and has re-released the IRF Preview Reports.

IRF Prospective Payment System for Federal FY 2023 and Updates to the IRF QRP (CMS-1767-P)

On March 31, 2022 the Centers for Medicare & Medicaid Services (CMS) issued a proposed rule (CMS-1767-P) that provides updates to and proposals for the fiscal year (FY) 2023 Inpatient Rehabilitation Facility Quality Reporting Program (IRF QRP). This rule includes one new proposal: Quality Data Reporting on Patients for the IRF QRP Regardless of Payer. In addition, this proposed rule includes three Requests for Information (RFI) which include: future measure concepts for the IRF QRP; inclusion of a new National Healthcare Safety Network (NHSN) Healthcare-associated Clostridioides difficile Infection Outcome Measure in the IRF QRP; and Overarching Principles for Measuring Equity and Healthcare Quality Disparities across CMS Quality Programs. Updates to IRF Provider Threshold Report Now Available

An updated version of the Inpatient Rehabilitation Facility (IRF) Provider Threshold Report (PTR) is now available. The PTR is a user-requested, on demand report which enables users to obtain the status of their data submission completeness related to the compliance threshold required for the IRF Quality Reporting Program (QRP).

This report is available in the Internet Quality Improvement and Evaluation System (iQIES) Reports.

Updates to the PTR include:

  • Addition of the new measure:  HCP COVID-19 Vaccine. This measure is presented under the category “CDC Measures”.  Information on this measure is displayed based upon the data collection calendar year and quarter.
  • Addition of a new report disclaimer: “The IRF Provider Threshold Report is available for the convenience of the provider. Extension and exceptions approved according to CMS policy have not been applied in the score calculations. The score in this report is considered preliminary, and is not the final CMS calculation of IRF compliance with the requirements set out in 42 CFR § 412.634.”

IRF Provider Preview Reports – Now Available

The Inpatient Rehabilitation Facility (IRF) Provider Preview Reports have been updated and are now available. These reports contain provider performance scores for quality measures, which will be published on Care Compare and Provider Data Catalog (PDC) during the March 2022 refresh of the websites.

The data contained within the Preview Reports are based on quality assessment data submitted by IRFs from Quarter 3, 2020 through Quarter 2, 2021 (4 quarters). Additionally, the Centers for Disease Control and Prevention (CDC) measures reflect data from Quarter 2, 2019 through Quarter 4, 2019 and Quarter 3, 2020 (4 quarters) for the Clostridium Difficile Infection (CDI) and Catheter-Associated Urinary Tract Infections (CAUTI) measures, as well as Quarter 4, 2018 through Quarter 1, 2019 (2 quarters) for the Healthcare Personnel (HCP) Influenza measure. The data for the claims-based measures will continue to display Quarter 4, 2017 through Quarter 3, 2019 data for this refresh while the Centers for Medicare & Medicaid Services (CMS) performs additional measure analyses.

Providers have until February 25, 2022 to review their performance data. Corrections to the underlying data will not be permitted during this time. However, providers can request CMS review of their data during the preview period if they believe the quality measure scores that are displayed within their Preview Reports are inaccurate.

IRF QRP AIF Table for Reporting Assessment-Based QM and Standardized Patient Assessment Data Elements and Data Collection and Final Submission Deadlines Affecting FY 2024 posted

An update to the Inpatient Rehabilitation Facility (IRF) Quality Reporting Program (QRP) Annual Increase Factor (AIF) Table for Reporting Assessment-Based quality measures (QMs) and standardized patient assessment data elements to the Centers for Medicare & Medicaid Services (CMS) is now available. This document has been updated to reflect the change in compliance date for the collection of data that was finalized in the Calendar Year (CY) 2022 Home Health Final Rule and will be required to meet the AIF minimum data completion threshold for Fiscal Year (FY) 2024. This document has been updated to reflect the data collection and final submission deadlines required to meet the AIF minimum data completion threshold for FY 2024.

Medicare and Medicaid Programs: Omnibus COVID-19 Health Care Staff Vaccination

The Centers for Medicare & Medicaid Services (CMS) displayed the Interim final rule with comment period. The emergency regulation is effective as of November 5, 2021.

SUMMARY: This interim final rule with comment period revises the requirements that most Medicare- and Medicaid-certified providers and suppliers must meet to participate in the Medicare and Medicaid programs. These changes are necessary to help protect the health and safety of residents, clients, patients, Program of All-Inclusive Care for the Elderly (PACE) participants, and staff, and reflect lessons learned to date as a result of the COVID-19 public health emergency. The revisions to the requirements establish COVID-19 vaccination requirements for staff at the included Medicare- and Medicaid certified providers and suppliers.

Stakeholders have 60 days to submit formal comment on the emergency regulation. It is important to note that since this is an emergency regulation, the requirements will go into effect immediately and before any additional response is provided on the comments by CMS. The comment period officially closes on January 4, 2022.

On November 2, 2021 the Centers for Medicare & Medicaid Services (CMS) issued a final rule (CMS-1747-F) which, included updates to and finalized proposals for the Inpatient Rehabilitation Facility Quality Reporting Program (IRF QRP). These updates include a change in the compliance date for the collection of the Transfer of Health Information to Provider-Post-Acute Care (PAC) Quality Measure, the Transfer of Health Information to Patient-PAC Quality Measure, and certain standardized patient assessment data elements to begin October 1, 2022.

The rule went on display at the Federal Register’s Public Inspection Desk and will be available under “Special Filings,” at https://www.federalregister.gov/public-inspection.
