REGISTRATION OPEN – IRF QRP: Achieving a Full AIF Webinar

The Centers for Medicare & Medicaid Services (CMS) will host a webinar on Wednesday, May 19, 2021, from 1:00 p.m. to 2:30 p.m. ET. The purpose of the webinar is to educate Inpatient Rehabilitation Facilities (IRFs) regarding the Annual Increase Factor (AIF) process. This webinar will discuss the relationship between the AIF and the IRF Quality Reporting Program (QRP), associated data submission requirements, and the reconsideration process for facilities identified as being noncompliant.

The submission deadline for the Inpatient Rehabilitation Facility (IRF) Quality Reporting Program (QRP) is approaching. IRF-PAI assessment data and data submitted via the Center for Disease Control and Prevention (CDC) National Healthcare Safety Network (NHSN) for October 1 – December 31 (Q4) of calendar year (CY) 2020 are due with this submission deadline. The annual NHSN measure Influenza Vaccination among Healthcare Personnel is also due with this deadline.

All data must be submitted no later than 11:59 p.m. on May 17, 2021.

It is recommended that the applicable Internet Quality Improvement and Evaluation System (iQIES) reports and NHSN analysis reports are run prior to each quarterly reporting deadline to ensure that all required data were submitted. We encourage you to verify all facility information prior to submission, including CMS Certification Number (CCN) and facility name.

Fiscal Year 2022 Inpatient Rehabilitation Facility Prospective Payment System for Federal proposed rule CMS-1748-P

On April 7, 2021 the Centers for Medicare & Medicaid Services (CMS) issued a proposed rule (CMS-1748-P) that provides updates to and proposals for the fiscal year (FY) 2022 Inpatient Rehabilitation Facility Quality Reporting Program (IRF QRP). This rule includes a proposal for the adoption of the COVID-19 Vaccination Coverage among Healthcare Personnel (HCP) Measure as well as an update to the specifications for the Transfer of Health (TOH) Information to the Patient-Post-Acute Care Quality Measure. In addition, CMS is proposing a modification to public reporting for the IRF quality measures in order to accommodate the exception of 2020 Q1 and Q2 data. Lastly, this proposed rule includes two Requests for Information (RFI) related to the use of Fast Healthcare Interoperability Resources (FHIR) in support of Digital Quality Measurement in Post-Acute Care Quality Reporting Programs as well as Closing the Health Equity Gap.

The Centers for Medicare & Medicaid Services (CMS) is publishing the Inpatient Rehabilitation Facility Patient Assessment Instrument (IRF-PAI) Quarterly Q&As, March 2021, Consolidated June 2020 to March 2021 document so that all IRF providers have the benefit of the clarifications to existing guidance. Through inquiries to the IRF Post-Acute Care (PAC) Quality Reporting Program (QRP) Help Desk, CMS identifies the opportunity to clarify or refine guidance.

Reminder of Upcoming Data Submission Deadline

The submission deadline for the Inpatient Rehabilitation Facility (IRF) Quality Reporting Program (QRP) is approaching. IRF Patient Assessment Instrument (PAI) assessment data and data submitted via the Center for Disease Control and Prevention (CDC) National Healthcare Safety Network (NHSN) for July 1 – September 30 (Q3) of Calendar Year (CY) 2020 are due with this submission deadline.

Assessment data must be submitted no later than 11:59 p.m. on February 16, 2021.

Note: The submission deadline for CDC’s NHSN data for IRFs has been extended to March 18, 2021.

Inpatient Rehabilitation Facility (IRF) Provider Preview Reports have been updated and are now available. Please note that the Centers for Medicare & Medicaid Services (CMS) postponed the September 2020 IRF Compare refresh to December 2020 due to technical issues. These reports contain provider performance scores for quality measures, which will be published on IRF Compare and the new Care Compare during the December 2020 refresh.
