ICD-10 Coordination and Maintenance Committee Meetings

The ICD-10 Coordination and Maintenance Committee (C&M) is a Federal interdepartmental committee comprised of representatives from the Centers for Medicare and Medicaid Services (CMS) and the Centers for Disease Control and Prevention's (CDC) National Center for Health Statistics (NCHS).  The committee is responsible for approving coding changes, developing errata, addenda and other modifications.  Requests for coding changes are submitted to the committee for discussion at either the Spring or Fall C&M meeting.

Coordination and Maintenance Committee Meetings

The Committee provides a public forum to discuss proposed changes to ICD-10. The first day of the meeting is devoted to procedure code issues and is led by CMS. Following completion of the CMS procedure code proposals, diagnosis code topics are led by the CDC. Tentative agendas for the meetings are posted one month in advance of the scheduled meetings. 

A presentation is made at the C&M meeting, which describes the clinical issues and the procedure or technology. The proposed changes will be considered for an April 1 or an October 1 implementation date as indicated. As discussed in the FY 2022 IPPS/LTCH PPS final rule (86 FR 44950 through 44956), we adopted an April 1 implementation date, in addition to the annual October 1 update, beginning with April 1, 2022 to allow flexibility in the ICD– 10 code update process. With this new April 1 update, CMS now uses the same process for consideration of all requests for an April 1 implementation date, including for purposes of the new technology add-on payment process (that is, the prior process for consideration of an April 1 implementation date only if a strong and convincing case was made by the requestor during the meeting no longer applies).

The participants of the meeting are encouraged to ask questions concerning the clinical and coding issues and to offer recommendations. Recommendations concerning proposed code revisions made both during the C&M meeting, and in writing before the end of the comment period, will be considered. Final decisions on code revisions are made through a clearance process within the Department of Health and Human Services. No final decisions are made at the meeting.
