Changes to 2016 Data Collection

Below are noteworthy changes industry will need to know for 2016 Data Collection. Detailed information on these changes can be found on the Law and Policy page on the Open Payments website at cms.gov/openpayments.

CMS will release an updated Submission Data Mapping Document and sample CSV files for reporting data to CMS in 2017 which will capture the changes.

New Product Information Requirements: Resource Available
As a result of changes to the Product Information required, a new resource  has been developed for industry to guide data collection for 2016. This resource (PDF) focuses on the marketed name and therapeutic area, or product category, of a covered drug, device, biological, or medical supply. The resource contains a chart and process flow that walks through multiple scenarios based on the type of product.

Changes to Reporting Form of Payment
When collecting data for 2016, under Form of Payment, industry should pay special attention to the new categories for stocks, stock options, or any other ownership interests.  Listed below are the existing categories and new categories that will be available as a result of this change.

August 1, 2013 – December 31, 2015
Form of Payment categories used for payments or transfer of value were:

"1" = Cash or cash equivalent;
"2" = In-kind items and services;
"3" = Stock, stock option, or any other ownership interest;
"4" = Dividend, profit or other return on investment

On or After January 1, 2016
Form of Payment categories used for payments or transfer of value will be:

"1" = Cash or cash equivalent;
"2" = In‐kind items and services;
"3" = Stock;                                
"4" = Stock option;                   
"5" = Any other ownership interest;
"6" = Dividend, profit or other return on investment
