About the Qualified Health Plan Enrollee Experience Survey (QHP Enrollee Survey)

Section 1311(c)(4) of the Patient Protection and Affordable Care Act (PPACA) requires the Department of Health and Human Services (HHS) Secretary to develop an enrollee satisfaction survey system that assesses consumer experience with qualified health plans (QHPs) offered through an Exchange. It also requires public display of information by each Marketplace to allow individuals to assess enrollee experience among comparable plans.

CMS developed the QHP Enrollee Survey to assess enrollees’ experiences with QHPs offered through the Exchanges.

The QHP Enrollee Survey Technical Specifications for 2025 are now available.

2025 QRS and QHP Enrollee Survey Operational Instructions (PDF)

The Operational Instructions provide directions to issuers to determine eligibility for the submission of QRS clinical measure data and QHP Enrollee Survey data, validate information included in the preliminary 2025 QRS QHP List, and access the QHP Enrollee Survey Website to complete the attestation to the 2025 QRS and QHP Enrollee Survey eligibility criteria by January 31, 2025.

2025 QHP Enrollee Survey Website User Guides

The QHP Enrollee Survey Website enables QHP issuers to attest to the QHP Enrollee Survey eligibility criteria, authorize a vendor to field the survey on their behalf, and confirm sample frame validation. The website also enables vendors to securely submit QHP Enrollee Survey data.

HHS-Approved Survey Vendors

QHP issuers must contract with an HHS-approved survey vendor. The list of final approved vendors for the 2025 QHP Enrollee Survey is now available. Final approval status is contingent on successful completion of 2025 QHP Enrollee Survey Vendor Training in September 2024.

The 2025 QHP Enrollee Survey Vendor Training occurred on September 26, 2024. The 2025 Data Submission Training occurred on February 27, 2025. The training slides for both training sessions are available below.

Technical Assistance for QHP issuers and HHS-approved Survey Vendors is available.
