About the Qualified Health Plan Enrollee Experience Survey (QHP Enrollee Survey)
Section 1311(c)(4) of the Patient Protection and Affordable Care Act (ACA) requires the Department of Health and Human Services (HHS) Secretary to develop an enrollee satisfaction survey system that assesses consumer experience with qualified health plans (QHPs) offered through an Exchange. It also requires public display of information by each Marketplace to allow individuals to assess enrollee experience among comparable plans.
CMS developed the QHP Enrollee Survey to assess enrollees’ experiences with QHPs offered through the Exchanges.
2026 Final HHS-Approved Survey Vendors
QHP issuers required to field the 2026 QHP Enrollee Survey must contract with an HHS-approved survey vendor to field the survey and submit survey data on their behalf. The list of final HHS-approved vendors for the 2026 QHP Enrollee Survey is now available.

2026 QRS and QHP Enrollee Survey Operational Instructions
The Operational Instructions provide directions to QHP issuers to determine eligibility for the submission of Quality Rating System (QRS) clinical measure data and QHP Enrollee Survey data, validate information included in the preliminary QRS QHP List, and access the QHP Enrollee Survey Website to complete the attestation to the QRS and QHP Enrollee Survey eligibility criteria. The 2026 Operational Instructions are now available.
QHP Enrollee Survey Website User Guides
The QHP Enrollee Survey Website enables QHP issuers to attest to the QHP Enrollee Survey eligibility criteria, authorize an HHS-approved survey vendor to field the survey on their behalf, and confirm sample frame validation. The 2026 QHP Enrollee Survey Website Issuer User Guide is now available.
The QHP Enrollee Survey website also enables HHS-approved survey vendors to securely submit QHP Enrollee Survey data.
